Special-purpose committee of "Delovaya Rossiya" has discussed a perspectives of the petrochemical complex development
"Delovaya Rossiya" held the regular meeting of the committee for chemical industry, biotechnology and new materials, dedicated to the optimization of industrial investment in the chemical industry. The event was chaired by Mikhail Sutyaginskiy, who is the head of the committee.
The meeting was attended by representatives of the Ministry of Industry and Trade of the RF, members of the General Council of"DelovayaRossiya", the president of the Russian Association of Chemists and the head of the Association of Clusters and Technoparks, and heads of other organizations and businesses.
Within the event, the experts discussed the interim results of the implementation of the Strategy for the development of chemical and petrochemical complex for the period until 2030, as well as industrial investment in the industry.
The participants proposed a number of initiatives to improve regional industrial policy in Russia, to develop the chemical complex by deepening the processing of base chemistry products and developing fine chemical industry. Particularly, the issue of creating an effective infrastructure at industrial facilities was raised.
Mikhail Sutyaginskiy, the Chairman of the Committee, emphasized, in his speech, the need for cooperation and pooling the efforts of the business community to achieve high results in the field of fine chemical industry.
"We have defined the potential of Omsk region site, where two clusters – agro-biotechnological and petrochemical have already been created: it is planned to assimilate 200 billion rublesinvestment until 2025and show a new complex of fine chemicals in the assembly of two clusters. This site will produce about 10 basic products, as well as products of deep processing of raw materials (up to 8 processing level), which will be produced at 5-6 small industries."
Viktor Ivanov, the president of the Russian Association of Chemists, confirmed that the development of fine chemical industry is a promising and cost-efficient direction.
Andrey Shpilenko thanked the governing body of the All-Russian public organization "DelovayaRossiya" and personally Mikhail Sutyaginskiy for supporting the initiatives of the Association. In particular, he noted the active position of the committee on the development of industrial clusters, the preparation of joint proposals with the Association to the Government of the RF, which led to the increase inprojects financing.
It should be noted that one of the results of the committee meeting in March, 2017, together with the Association of Clusters and Technoparks, was an appeal to the Government of the Russian Federation to increase the amount of budgetary allocations to support industrial clusters. As a result of the appeal, the scope of subsidy assistance to industrial clusters was increased from 200 to 460 million rubles in 2017. For 2018 it is planned to allocate about 800 million rubles.
The meeting participants agreed to create a working group on the basis of the committee to develop proposals for the strategy of the chemical and petrochemical complex development for the period until 2030.
